I didn’t get the return of security deposit in writing from my landlord. My apartment is in great condition and all months of rent are paid up, is there a way she can get out of returning my deposit to me?

Only with cause.

Yes…only with a Probable cause such as damage to property, no or short rental payment that is equal to rations of one month
