What is that area on the map of Chicago that is not in the city?

There’s an area surrounded by Chicago-in the Northwest, right by O’Hare–that doesn’t seem to be part of the city. When looking at a map of 77 community areas, it doesn’t have a number. And I’ve seen police maps that have the area blacked out with the words “not in city” over it. What is there, and why isn’t it part of Chicago?

    Airports have to own so much land around it, forget what the amount is and why exactly.

    O’Hare is not even “in the city” so to speak. But I think it’s non-designated land with relations to the airport

    That area are the villages of Norridge and Harwood Heights.

    Chicago extended its area to the area around O’Hare for Tax reasons…reason being it wanted the taxes!
